The wrought suffered by the PAF in the September War of 1939 in the main ironically due to the success of the indigenous PZL that in the 1930s produced the beat fighter biplane in the world and because of this its failure to provide the PAF of the monoplane it needed in 1939. But this was not all lack of management by those at PAF HQ and the ineptitude of the AA crews who downed 10% of their own.
