The policy report was carried under the policy fellowship program by the Open Society Forum in 2010.Under the policy fellowship program, the researchers aimed to reveal following issues:
- To study what are the challenges in the county for freedom of information by citizens;
- To study what are the criteria for freedom of information in other countries and
- To develop a recommendation on the state secrecy issues.
