As a result they are patsies for spending other peoples money and have no idea of the value of anything. Contractors on the other hand are hard boiled and just a step above being gangsters. They love money, know how to spend it and figured out a long time ago how to take if from city functionaries. These two totally opposite forces spend billions of tax dollars every year and it's a wonder that anything ever gets built.
