Suspicion is earned.
Certain, reoccurring questions remain unanswered. It is impossible to ascertain which department they represent. This is no ordinary roadwork engaged in. None of the utilities are involved, definitely not the phone company. A water main has not burst, there is no gushing, no fountaining out there and the water pressure in the house is unaltered.
