On September 11, 2001 the United States felt the true force of terrorism. In response, the US government created the Department of Homeland Security. It is responsible for assessing the nation’s vulnerabilities and coordinating federal, state, local, and private entities to ensure the most effective response to any future acts of terrorism. The department is made up of various committees, including the National Council of Protective Technology. Texas Congressman Andrew Jackson is a key member of the committee and has convinced congress to fund a new project called the Biomechanical Defense Program. He is also determined to find his way into the White House.
Doctor Damien Rime is an amazing bioengineer and he has developed new technology that has potential to provide the United States with an advantage in the fight against terrorism. Allowing Doctor Rime to hand-pick a team of scientists, including his lover, Doctor Nicole Raintree, research on this technology is being conducted in a government facility located in the desert of Nevada.
Feeling pressure from the committee, Dr. Rime sends Nicole to Washington DC to plea for more funding and puts himself under the knife as a test subject, receiving an operation involving the installation of a new eye and a neuro-processor. In a sudden unexpected accident, the facility is destroyed. All the scientists involved in the program are killed except for Doctor Raintree. Rime’s body is never recovered.
Five years after the project center accident, the spouses of the scientists that worked on the program with Rime are being hunted down and murdered. Around New York City a group of occultists have spawned and call themselves the New World Order. They are well armed, trained, and have use of technology and information similar to the original project.
Stephen Raige is a special agent with the FBI. He has dogmatic veracity and is devoted to the pursuit of justice. Sometimes that pursuit doesn’t follow the book, which eventually earned him reassignment, babysitter to Congressman Jackson and his family.
Gradually, he learned to appreciate his assignment protecting Congressman Jackson and his family. He developed an intimate relationship with the family. Just when the sharp edge of the warrior was dulled slightly with the softness of love from the congressman’s daughter, she’s killed. Her death marks the birth of Raige’s new partner and another new assignment.
The new partner, named Shirley, after Congressman Jackson’s daughter, is a magnificent and highly advanced robot designed by the only surviving member of Rime’s team of scientists, Dr. Raintree. It utilizes the technology developed during the project. It is packed with a various array of weaponry, full of vital data, extremely strong, agile, and gifted with the ability of flight. Agent Raige and Shirley are also linked telepathically. They share information and vision. They are a weapon for a new world.
Michael Madison was recently promoted to detective on the New York City Police Department. He has been asked by Congressman Jackson to work closely with Agent Raige and Shirley as well as investigate the murders related to the scientists of the program and the New World Order group. A hardcore cop from the street, he gathers information the old fashion way, tough guy intimidation and reasoning backed by evidence.
