Garden City is on the verge of a viral outbreak at the same time Mayor Sal Manila is championing a new franchise of drug treatment centers to combat the growing epidemic of zanobarbitol--known on the street as Z-ball, Tic-Tacs, or Uncle Ben's. Manila has partnered the city with Erskine Bikharmer of Bikharmer Pharmaceuticals who--when he isn't busy driving his father's company into the ground--is about to release a new line of liquid aspirin called Blast-O-Aspirin.

While the city's street addicts are filtered through the new treatment facilities, a new kitchen-made version of Z-ball hits the city--and it's a killer. Hero-ranked super detective Berney Razor is called in to wade through the mess in order to prevent a full blown outbreak of the once dormant Dalls-Krik virus. Together with the beautiful Dr. Kate Jenkins of the WBI, Razor uncovers a diabolical plan by the city's elite.
