Sam attempts to deceive the alien overlords, The Administration, that the Changels and the Phae have gone. Even as they do so they discover the Administration has planted a bug inside Sue's brain to track them down once and for all.
Sam returns to his home town and evicts the criminals living in his former home. As the story progresses he explains to Sue how he came to terms with his inheritance from his father.
Sue is finally allowed to meet Dr Prosperov and the others at their new base on another remote island. She decides to leave the Police and join the Changels.
The story explains how Sam and Emma's romance rekindled with the defence of their island from Sam's father and huge drug gangs from two continents.
Sam tells Sue how their effort to protect Sarah, the daughter of an Israeli gangster, led them into further conflict with the Bruderschaft but also led them to discover Khadiyeh, a Yemeni girl, and a strange prophetess, in touch with forces beyond even the Phae's understanding. Throughout this Sam has felt his old affinity for the dead has been growing through the intervention of his ancestors.
Capturing one of their enemies Sue and Sam interrogate him and are almost killed when he escapes. However the information allows Sue to work out how the Changels were almost caught previously.
Unfortunately their effort to dispel the mystery of the original house fire is intercepted by the Administration and used against the Changel's families. Anticipated at each turn the Changels are almost caught. At the same time the Bruderschaft is using the distraction to launch a new plague.
Driven into a corner the Changels are ultimately left with no option but to fight.
