If this is a typical small town in.......Where? I guess the plot was to show urban developement can not be halted,....unless the developer runs out of money???? Where was it supposed to go? ( The story?)

Alligator in the sewer? Large developement backs away? Missed something here in th way of an adventure. I'm sure it was in here ---I just didn't find it.
