President Maja Peterson of the Earth Coalition feels her power is slipping away and enlists the help of the firm BioChip to develop technology that will create unyielding support for her among the citizens, as well as potentially creating an army of super soldiers.
Meanwhile, Lorraine Newcome, the idealistic leader of Lunaria, plans on doing whatever she can to stop her. More
Earth Coalition President Maja Peterson believes that her hold on the planet and its colonies is slipping and blames the Lunarians because a previous administration agreed to grant them independence. Cynthia Williams, the Director of the Earth Intelligence Agency, informs her that a candidate for leadership of Lunaria is none other than former Earth Corps soldier LORRAINE NEWCOME, whom Peterson views of a traitor.
General William Snyder calls Bradshaw late at night and informs him Peterson wishes to speak to him about the new nanochip technology. Cynthia Williams hesitates to report on the findings from Lunaria. She does not view them as a threat and feels that President Peterson is overstepping her authority by creating a false pretence for war. Commander Roger Parker arrives and she questions him on his knowledge of the deal with BioChip. When Jean Fox, Peterson’s personal secretary, informs Peterson that Newcome is the new leader of Lunaria, Peterson is outraged and wants to speak with General Snyder and the BioChip team immediately. When the scientists enter, they present their findings on the nanochip project and she informs them she wants to use it for the military.
Snyder confronts Peterson at her home, and informs her he believes Jean Fox is working for the Lunarians. He reminisces about how she hired him to kill her first campaign manager, whom she believed was betraying her. Snyder asks if he should arrest Fox, but she tells him she will handle the questioning herself in order to avoid the embarrassment of trusting a Lunarian spy so close to when she is about to declare war on the former colony. Snyder reveals that not only are several Committee members having doubts about the war, but he knows several soldiers are as well. When the President implies she wishes to obtain more power for herself, Snyder begins to have doubts about her.
Earth Intel Operative Felix Sanders, who is working undercover on Lunaria and using the name Thomas Finley, speaks with Lunarian Security Agent Olivia Jarvis who tells him they have discovered a leak in their security and they have a spy among them. He asks why she is sharing so much information with him if she suspects he may be the agent and she says she was following orders. Lorraine’s husband informs her that he wants to return to work two weeks after their baby is born. He tells her that Finley has become more erratic and his own appointment to Intelligence Director means he must take on more responsibility.
Snyder overseas the medical tests of the low-ranking Corps members who were injected with the nanochips. He tells Peterson the tests were successful, but he wants to delay mass rollout to make sure everything runs smoothly for the general population. Peterson gives a speech to the Coalition, as well as Lunaria, outlining her plans for the nanochip project. She uses Felix, who has been drugged into a catatonic state, as a prop while onstage and proof of Lunarian Cruelty. She claims the Lunarians harmed him out of spite, then offers the Lunarians the chance to rejoin the Coalition and accept the nanochips. Snyder and Williams confront her after the speech. Snyder stands up to her and says she is in the wrong on this situation. After Peterson leaves them, Snyder suggests that Williams and Hensworth go into hiding until they are able to go to Lunaria.
Five years later, Hensworth, Fox, Snyder and his family, and Williams all arrive on Lunaria. They offer their assistance to Newcome and apologize for not being able to stop Earth from attacking Lunaria. The war did not damage the former colony too much because Parker was in charge and held back the attack as much as he could. Williams gives a speech to the Lunarian Assembly wherein she pledges the new arrivals will do everything they can to help overthrow the current leadership on Earth.
