If President Adams abandons the Mutual Defense Treaty with Japan, then he is surrendering all of Asia into China's sphere of influence. Adams must consider using nuclear weapons to defend Japan. Unthinkable for the Japanese and the only option for China, this war would leave Russia as the surviving superpower. This has been Konev's plan all along.
The massacre has thrust Chinese Communist hardliners into the forefront. They will come to America and negotiate Japan's reparations. Politically, Japan almost becomes a vassal to Beijing.
Blaine discovers a crack in Konev's grand conspiracy - a sliver which will expose China's warmongers to their own reformers. But is it a risk that the President is willing to take?
