Starting about 12 years ago there was a movement to deregulate the electric utilities. One of the big questions was how to handle the two components: generation and distribution. The states that decided to deregulate their utilities opened up competition for the generation portion and maintained regulation for the distribution component.

This opened up an opportunity to strategically source electricity. Because this was a new spend category for sourcing professionals there was not a body of experience or knowledge on how to do this. This is still the case for many companies.

Whenever a vacuum appears there are business opportunities. As a result there has been numerous brokers come into the marketplace who sell along side the retail energy provider sales forces. For the commercial consumer this can make things confusing and more costly than necessary.
