Carnival week in Tsarsburg was the biggest in the northern parts of the fertile belt to the west of the mountains and the oxide desert. Vostok's Carnival only lasted four days, and it wasn't celebrated very much further south. Nobody celebrated it at all near the San Daryan peninsula. The king of Tsarsburg claimed to rule the entire fertile belt, but fewer nobles swore fealty to each successive king. He was largely a figurehead, because the rule of Tsarsburg had been delegated to a city council like the rulers of so many other large cities had done.
Tsarsburg was fairly standard for cities of its day; mansions of granite and marble rising tall over the squalor of the rest of the city. The more expensive mansions were built out of white marble, while the lesser ones were built out of pink granite from near Vostok. Anything less than a mansion was built out of common red and ocher- colored bricks. The nicer neighborhoods had large storm drains that directed the flow of water into the moat that surrounded the city; the poorer ones simply flooded.
