Presidential Directive 51 was signed by George W. Bush in 2007. Basically, it is an order that gives the President - Dictatorship powers, based on emergency events that only the President can determine if it exists. Nothing in our Constitution gives the President such authority. Congress has not provided specific legislation on this. The Council on Foreign Relations may be behind it.
