This book is based on the author's research of the state investment and public finance in Russia. The study covers 15 years - from 1992 to 2007 - and tells the story of some great ideas that have failed and some unjustified laws that still work. The Federal Target Programs appear to be a useful instrument for the state investment but sometimes this instrument finds its way into the wrong hands.
