The PUNISH Government has enacted the Payback Act and set up a range of Penal Colonies to house those who used to be the guilty elite and privileged few.

One such enterprise is Penal Colony Nine on the island of Verteneuf, housing some 40,000 prisoners, sentenced to ‘State’s Pleasure’, where they perform hard labour and undergo thought reform.

So far we have glimpsed what it’s like to arrive on the island as a prisoner (Book One), to work in one of its factories (Book Two) and to host visitors to its luxury Resort (Book Three). In Book Four we learn about life on ‘The Farm’, under Deputy Warden Giles Greene.
