In a perfect world you would want the person you're getting advice from to be an expert with certain traits. I strive to have most of these traits in the things I do.
-Years of experience: It usually takes time to get to know something well.
-They love the subject: If you love something, you're willing to spend personal time on it. That might be the difference between being just good or being a master.
-They're generally successful: Do you really want to trust a person who has failed at most of the things in their life? You feel like you're giving them a chance to wreck your life to.
-They're not judgmental: Most people don't like being laughed at because of a mistake.
-They're confidant in the answer they give you: If they can't be sure of the answer they're giving, then why should you?
-They have your best interests in mind: I think most people have been given horrible advice by a selfish person, or a person that hated them.
-They're similar to you: If they haven't been in your exact situation. It's going to take time and energy to explain your exact situation, if that's even possible.
