I read 7% before putting this down, it starts out as a story about the logistics of providing EMS services for the "Unusual", It doesn't work, there is just so much wrong, a great theory, but unless all the EMS and fire are trained for the Unusual or there is instant teleportation, this fails on its logistical face.
