There's a plot in here. The are characters, suspense, intrigue and a dastardly crime. There's grittiness and sorrow and contention. There are the makings of a really decent read, but it was too short.
If this is an exploratory piece, then I would strongly encourage the author to keep on writing, let the story unfold slower, let the characters develop, let the cake rise.
